PACT offers two service options:

Intensive Home-Based Treatment (IHBT)

IHBT is a specialized mental health service designed for youth experiencing serious emotional disturbances who are either at risk of out-of-home placement or transitioning back into the home from a more restrictive setting. The primary goal of IHBT is to provide comprehensive mental health care and support that allows youth to remain safely in their homes—the least restrictive and most developmentally appropriate environment.

IHBT services are delivered in the home, school, and community settings where the youth lives and interacts. This approach targets the mental health challenges that place the youth at risk, while simultaneously fostering healthy development and strengthening family functioning.

By integrating key mental health services—including community psychiatric supportive treatment, behavioral health counseling and therapy, mental health assessment, and crisis response—IHBT offers a coordinated and seamless model of care. Services are delivered with flexibility, scheduled at times that accommodate the family’s needs, and are available 24/7 to ensure consistent support during times of crisis or transition.

Integrated Co-Occurring Treatment (ICT)

ICT is a comprehensive, evidence-informed approach embedded within an intensive home-based service model. It is designed to support youth with co-occurring substance use disorders and serious emotional disturbances, as well as the families who care for them.

ICT delivers a core set of coordinated services that address the complex and interrelated challenges these youth face. Therapists use targeted interventions aimed at the contextual factors—such as family dynamics, peer relationships, and community influences—that contribute to and are affected by the youth’s co-occurring conditions.

Family involvement is a critical component of ICT. The model requires active participation from both the youth and at least one parent or guardian to ensure meaningful and lasting outcomes. Through this collaborative, family-centered approach, ICT promotes stability, recovery, and resilience within the home and community environments.

The ICT model has proven successful in improving the following treatment outcomes for youth and families:

  • Decreased substance use disorder symptoms
  • Decreased mental health disorder symptoms
  • Decreased juvenile justice charges and placements
  • Decreased out-of-home placements
  • Improved school functioning
  • Improved family functioning
  • Improved community functioning and involvement
